House passes draft bill prohibiting smacking children
THE House of Representatives passed a draft bill to amend the Civil and Commercial Code and prohibit physical punishment of children as considered by a special committee, Naewna newspaper said this evening (Oct. 30).
The special panel had approved that Section 3 be amended to state that “abusive or violent actions must not be taken in punishing children to adjust their behaviour nor should they be physically or mentally harmed or be whipped or improper action taken against them.”
However the committee’s minority view was that the phrase “nor be whipped” should be deleted.
The House voted by 391 to one with one abstention and five not voting to uphold the minority view with amendment text to read, “abusive or violent actions must not be taken in punishing children to adjust their behaviour nor should they be physically or mentally harmed or improper action taken against them.”
